Do Heat Pumps Work in Cold Climates?
Standard heat pumps hold useful output down to roughly 25°F. Cold climate models are engineered to keep heating capacity down to around -13°F, and they cost more for the same tonnage. In a northern state the question is not whether a heat pump works, it is which model and what backup.
What actually happens as it gets colder
A heat pump does not create heat, it moves it. As outdoor air gets colder there is less heat available to move, so capacity falls and efficiency falls with it. Two things follow. The system has to run longer for the same comfort, and below a certain point it cannot keep up alone.
That point is not fixed. It depends on the equipment, the sizing and how leaky the house is. On a standard unit it usually arrives somewhere near freezing. On a modern cold climate unit it arrives far lower, which is the entire reason the category exists.
The cost of cold climate capability
A cold climate model costs more than a standard model of the same capacity. The premium buys a variable speed compressor, better defrost control and refrigerant management designed for low ambient operation. Within the ducted range of $6,000 to $16,000, cold climate equipment pushes a project toward the upper half before any other factor is considered.
Judge that premium against the alternative rather than against the cheaper heat pump. If the honest comparison is a cold climate heat pump against keeping a gas furnace, the numbers look very different than heat pump against heat pump.
Backup heat, and why it is on your quote
- Electric resistance strips. Cheap to install, expensive to run. They are insurance for the coldest hours, not a heating strategy. If your quote includes strips, ask how many kilowatts and at what outdoor temperature they engage.
- Dual fuel. The heat pump handles mild weather and an existing or new gas furnace takes over below a set point. This is often the cheapest correct answer in a cold state with existing gas service.
- Nothing. Valid only with a properly sized cold climate system in a well sealed house, and only if you accept the coldest few days will be marginal.
What to ask before you sign
- What is the rated capacity of this unit at my design temperature, not at 47°F?
- What is the balance point, the outdoor temperature at which backup heat starts?
- Was a load calculation done, and what design temperature did it use?
- If strips are included, what will they cost me to run in a cold week?
A contractor who cannot answer the first two is quoting equipment, not designing a system.
Common questions
Do heat pumps stop working in winter?
No. They lose capacity as temperature falls, and below their balance point they need help. That is a design question, not a failure.
Is a heat pump worth it in a very cold state?

Why does my heat pump run constantly in winter?
Long run times at low speed are normal and efficient for a variable speed system. Constant running with the house failing to reach setpoint is not, and usually points to sizing, refrigerant charge or a defrost problem.
